  • Abstract
    The character of energy distribution and power demand in our country determines the development strategy of power delivery from the West to the East. As the essential energy base, the Northwest is one of the most important power out-going areas. To guarantee the implementation of China´s Western campaign and power delivery from the West to the East and realize the optimization allocation of energy, it is necessary to implement Northwest power out-going steadily in the long term. The paper analyses the capability and superiority of Northwest power out-going, and also refers to the international experience on the power out-going and the long and middle term contract. Under evading the risk of electric market, it proposes the power outgoing to adapt long and middle term contract and gives some suggestion on trade subject, trade pattern, trade type and trade price.
