Abstract
Resource dispatching is an important problem in emergency management, the objective of which is to dispose emergencies in short time. Often emergencies happen in different sites in succession and resource transporting is often impacted in different degree. In this paper the mathematical programming model is proposed considering the demand of not only the emergency that has happened but also the potential emergencies with their probabilities. Also the transporting efficiency is taken into account. The objective is to minimize the maximum time for resource from savers to all emergencies with the corresponding probabilities so that the demand can be met most quickly. Next the algorithm of the model is discussed. The numerical example and future research is given at last.
