The realization of green supply chain management (GSCM) is a specific embodiment of sustainable development strategy in manufacturing enterprises. It can be effective in reducing environment pollution, and helpful to enhance competitiveness of manufacturing enterprises. With further popularization of the concept of low-carbon economy, the competition among manufacturing enterprises will gradually upgrade to be the competition of the effective use of GSCM in the future. Based on the background of low-carbon economy, this paper analyzes problems existing in GSCM for all manufacturing enterprises in China. The Green Supply Chain Operations Reference Model (Green SCOR Model) for manufacturing enterprises is constructed from three layers to analyze GSCM for manufacturing enterprises.
