  • Abstract
    Systems developers and service providers in utility markets with volatile regulatory compliance conditions due to deregulation, unbundling, privatization and partial re-regulation have over the years witnessed high replacement rates for whole information and communication technology (ICT) systems and low levels of satisfaction with return on investment figures. In this paper resulting deficits in ICT systems resulting from the ongoing change processes in global utilities - with a special focus on the Nigerian power utility industry are briefly discussed. The paper then presents core extensions of the knowledge systems development lifecycle (KSDLC) concept which integrates the advantages of a business rules and (security) compliance-driven strategy. KSDLC is aimed at ensuring effective change management through an integration of business processes with ICT systems security, knowledge (change) management. KSDLC is also particularly aimed at shared (market) ICT systems life-cycle management, as is the case for regulatory bodies, power exchanges and independent system operators in emerging deregulated African utility markets
