Abstract
Ever since mankind first measured to ensure uniformity for trade or construction the measurements have been based on reproducible quantities occurring in nature. The vision of metrologists fifty or more years ago was to take this to its logical conclusion by seeking to base all measurements on unchanging fundamental physical constants whose values are universally available. The relationships in quantum physics between these constants would ensure the coherence of the resulting system of units.
