Abstract
Co-operative Air Traffic Flow Management (C-ATFM) is a research project for the air transport industry which will be deployed in the East China ATC center in 2009. The prime objectives are to contribute to improving safety, creating additional capacity, better management of uncertainty, and enhancing the efficiency of Air Traffic Flow Management processes. Flight Monitor System (FMS) is one of subsystems in C-ATFM. FMS will provide AOC with the ability to monitor the aircraft in flight and to collaborate with ATC. In this paper, the preliminary analysis and design of FMS is performed by using UML standard method. The architecture of the FMS is constructed and the use case model, static model and dynamic model is given, Object Oriented Programming language of C# on Microsoft .NET framework is used for FMS implementation, by doing so, we can improve the systempsilas reliability, reusability and maintenance. Meanwhile, it does a useful attempt for modeling big flight monitor system by UML.
