Abstract
Operating reserve requirements in today´s electric power industry are usually determined using deterministic criteria. Probabilistic methods are expected to play a key role in the restructured electric power industry due to their suitability for use in efficient allocation of resources. Ancillary services, many of which are required to maintain system reliability, support the basic services of producing and delivering electric energy and power to customers. This paper presents a well-being framework to embed probabilistic based reliability criteria into the conventional deterministic approaches used by many utilities. The system well-being framework described in this paper provides a procedure for assessing the contribution provided by different facilities on ancillary service
