Talented persons are the leading role of regional development. Through analysis the current development of railway and talented persons on the Economic Zone of West Side of the Taiwan Straits, it is found that the railway development influenced the talented persons introduction level. Nowadays, the railway construction on the Economic Zone of West Side of the Taiwan Straits were relatively backward. The applicable talented persons shortage and the structural imbalance of human resource become the bottlenecks of development. Moreover through discussing that the southeast coastal high-speed railway will bring about more opportunities and challenges, it is proposed that under the background of the railway measures should be taken to perfect talent market mechanism; strengthen exchanges and cooperation with the two big economic zones ;the cross-strait to introduce and train men for profession. Finally, the Economic Zone of West Side of the Taiwan Straits will become the vibrant talented persons harbor.
