Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.
The presenting author of this paper has the option to appeal this decision by contacting TPII@ieee.org.
Planning the main function is the requirements of sustainable development. But to break the traditional regional economic model, we will face the resistance from the local government. Equitable distribution of income and inter-regional equalization of public services is also a difficult work. We should combine both market with social resources to enhance the compensation mechanism, to modest the implementation of policy preferences, and to strengthen the construction of other matching measures.
