Abstract
This author firstly reviewed the analysis of the social welfare effect for forest certification under the partial equilibrium, then based on the general equilibrium analysis´s angle, full considering forest certification´s environment benefit situation, the author has analyzed the forest certification social welfare effect by the neoclassic model, and pointed out that so long as the gains by the trade is bigger than in the self-sufficient situation, the free trade will increase consumer´s effect, the importing country must consider the environment benefit of certified forest product, implement the importing tariff and supporting price for certified forest products, encouraged more resources to gather the certified department.
