Abstract
In a deregulated energy market, energy is regarded as a commodity tradable likes any other goods and economic concern tends to be dominating. An integral energy policy addressing not just economic, but also on externality, regulatory authority and long term sustainable development measures is proposed in this paper. The policy is built upon a unified methodology for quantifying a number of the costing components and internalizing them by appropriate pricing mechanism.
