Abstract
Pursuant to the provisions of the Public Utility Regulatory Act of Texas ("PURA"), the Electric Reliability Council of Texas ("ERCOT"), operating as the approved independent organization of the ERCOT power region, was required to establish and enforce procedures, consistent with PURA and the Public Utility Commission of Texas ("PUCT") rules, relating to the reliability of the regional electric network and accounting for the production of electricity among generators and all market participants.
