Abstract
As revealed by the blueprint 2005-2025 of PEN/Pengelolaan Energi Nasional (National Energy Management), government has set a national target in which that all villages in Indonesia by 2025 must be provided by electricity with the electrification ratio of 95%. This is the benchmark that all areas - even the remotest areas - have to be electrified. Bunaken is an area as one of the tourist attractions in Indonesia that has implemented a hybrid Power System to fulfill its electricity needs. Electricity tariff (locally abbreviated as TDL) adopted by the Government is considered less appropriate for not reflecting the costs burdened by PLN (State Electricity Enterprise) as the power producer.
