  • Abstract
    CAPS navigation and positioning system is characterized by a unique integration of navigation and communication functions. The ship´s position is needed in marine safety monitoring system. The security monitoring of ships surrounding is needed to ensure its safe operation. The navigation and communication integrated system of CAPS transponder satellite navigation is mainly introduced, which can provide supporting important role in marine safety monitoring system. CAPS system is using the Slightly Inclined Geo-Synchronous Orbit (SIGSO) communication satellite to establish benchmarks ranging in order to achieve satellite navigation and positioning capabilities. So it has a natural satellite communication capability. In this paper, we analyzed and discussed the measurement model of CAPS navigation and position, specifically designed and implemented the workflow of CAPS ocean monitoring system and the specific implementation technology of surveillance cameras scan in order to establish the CAPS marine monitoring system. The rotating speed of camera in the CAPS marine monitoring system can be set at 2 minutes / turn, which can meet the needs of safety monitoring. The system can provide necessary auxiliary protection in marine safety monitoring system.
