Abstract
In this paper, we propose a systematic approach to design reduced-order observers for time-delay systems. Necessary and sufficient conditions for the existence of such observers are derived. We also show that resolution of the well-known Sylvester equation is not required. A numerical example is given to show the performances of the proposed approach.
