Abstract
The expected increase in future wireless packet data services has prompted the evolution of 3G systems capable of providing increased data throughput. In this paper, we discuss several system level issues in designing an air interface to support packet data services in the reverse link, such as the design of frame structure, data rate set, and ARQ mechanism. Several aspects of radio resource management are discussed. A feedback controller is designed for rise over thermal (ROT) control. A new radio resource management architecture is proposed.
