Balancing act: agreeing energy policy across the EU

THE EUROPEAN COMMISSION has triggered a new debate on energy and climate with the publication on 22 January of a policy document that would set an EU-wide renewable energy target of at least 27 per cent by 2030, with greenhouse gas (GHG) emissions to be reduced to 40 per cent below the 1990 level.
