Abstract
In the article, we treat the problem of task balancing on different processors, and the admission of call admission control (CAC) calls in a control node of a 3G UMTS radio network. The balancing of processors is necessary in order to use their maximum capacity. The CAC is also necessary for maintaining the quality of service (QoS) of calls already in progress. To make the time for the CAC and load balancing of the processors, we have introduced a variable for each processor, which we call the aptitude (eagerness). Its value is calculated using two data: the measure and estimation of the CPU load. Thanks to the technique of fuzzy logic, we combine the two data for estimation of the aptitude value.
