Abstract
The authors previously proposed a technique for estimating the optimal frame rate for a video scene, which maximizes the perceptual video quality for a prescribed bitrate. This paper applies the technique to an MPEG video transcoder, and proposes a transcoding algorithm based on the optimal framerate. Subjective assessment tests show that compared with the fixed framerate approach, this technique can improve the video quality by as much as 1.5 in terms of the mean opinion score (MOS) on a five-point scale.
