Abstract
In this paper, we developed a proportional rate control for the high-speed data networks subject to varying round-trip delays and packet loss. Given that data can be lost and round-trip delays can be varied, we showed that the proposed rate control could stabilize the network and overcome the oscillation problem that exists in most of current existing traffic controllers. It is also shown that the proposed rate control is not sensitive to the packet loss and achieves the fairness.
