Abstract
This paper presents an efficient scheme in regulating the flow and avoiding congestion in a differentiated and fair manner for metro Ethernet. Preliminary studies have shown that the proposed scheme has the ability to promote max-min fair allocation of bandwidth across the network. It also has the ability to avoid conflicts with TCP control functions.
