Abstract
In this paper, we make use of the distributed utility-based congestion controller to study the stabilization problem under a general network topology. The network allows multiple users to simultaneously share the limited availability of network resources and to control their transmission rates by delayed feedback signals. We establish a sufficient condition for global stability for the controlled network with delays in both data paths and control paths. This condition for testing global stability is very simple and does not need the assumptions that the congestion marking function is differentiable and converges to an equilibrium point.
