Abstract
We present a novel radio resource management (RRM) technique for the support of MPEG4 video transmission in the UTRAN. The RRM approach investigated uses perceptual video quality measurements to assign radio resource according to a gold, silver and bronze service classification. It incorporates a database of service EbNo targets which map perceptual quality requirements of different MPEG4 video sequences to radio resource requirements for a broad range of UTRAN operating conditions. The approach benefits UTRAN capacity by achieving an efficient multiplexing of dissimilar video sequences without compromising quality.
