Abstract
New phenomenon caused by electrical discharge in weak electrolyte and accompanied by electromagnetic and corpuscular radiation is detected. Electrolyte is water medium with impurity as acid or salt, which acts as acceptor or donor. The population inversion of electronic, oscillatory and rotatory levels of molecule is the result of electrical discharge with energy about 9 kjoules in electrolyte. The creation of electrically charged plasmoid of spherical form crowns the discharge process. Preliminary results of experimental research are given.
