Subsidiarity Principle vs. Accumulative Model of Modern Public Services Delivery - the Key Dilemma of Public e-Services Organisation in New Member States of EU

The development of electronic public services systems at the beginning of 20 century makes wondering about the efficiency and the rationality of such a model of public services organization. Moreover, it raises questions about its capacity to absorb new services resulting from the needs of the mobile knowledge based society as well as from the European integration - which constitutes an answer to the challenges of the globalization - due to the high cost of these services and the difficulties of data flow. An innovative model of country organisation necessitates a radical change in the way of providing e-services, but it is inhibited by a traditional conception of the subsidiary principle originating in 19 century legal systems. Central governments of the NMS need to develop programs of the necessary changes and the tools to administrate them
