Abstract
The PDCC Energy and Environment Policy document provides a general long term vision for a sustainable balance between human energy needs and the increasing environmental impacts of energy production and use on human health and quality of life. This paper and presentation address one key area of this policy statement that has captured significant attention in recent years: the need for utilities to undertake their share of tackling global warming through the reduction of greenhouse gases, and the legislative efforts to set goals and procedures for utilities to do so.
