Abstract

Performance evaluation of technological investment projects is the basis and prerequisite for the establishment of competition, incentive and monitoring mechanisms to improve the effectiveness of resource allocation and investment returns. This paper brings forward Performance Evaluation Framework of Scientific and Technological Investment Projects from the elements, balance, process Perspectives, summarizes the key success factors in project performance management, discusses implementation Balanced Scorecard in such project performance evaluation of structure, analyzes key impact of such projects performance evaluation throughout the entire life cycle.
