Abstract :
This paper presents the architecture and function model of cooperative radio resource management (Co-RRM) for the efficient integration of different radio access technologies. Also it proposes the different implementation schemes of Co- RRM in the multi-radio access network architecture. In addition, it introduces a policy-based radio resource allocation algorithm for Co-RRM entity to maximize the utilization of the radio resources and achieve system load balancing. Simulation results are given to demonstrate the key role of the proposed approach in load balancing and enhancing resource efficiency.
