Abstract
Flood disaster is the most frequent natural disaster which impacts on the development of national economy seriously, endangers the safety of people´s lives and property. Flood disaster happens frequently in Poyang Lake area, which causes a huge economic loss each year. However, the means of monitoring and evaluating in PoYang Lake area are previously mainly through on-spot inspection, manual gathering and statistics, these ways are time-consuming, laborious and lowly accurate. For the unique advantages and potential of RS and GIS technology for monitoring natural disaster, in this paper we present methods of quick monitoring and evaluating of flood disaster based on RS and GIS. Firstly, we discuss the technical means of monitoring and assessment of flood disaster. Secondly, taking Poyang Lake area for example, we introduce the methods and processes of remote sensing monitoring of flood disaster, which includes the methods of extracting basic water body and the process of remote sensing analysis of the flooded areas. Finally, various data of damage has been computed rapidly to achieve the purpose of rapid assessment of the loss by using the function of spatial analysis of GIS and withdrawing flooded areas from the remote sensing monitoring image combined with background data. It turns out that these methods can determine timely the drowned extent and locations and assess the flood disaster fast, which can provide important decision support for the relevant departments as soon as possible to learn the disaster situation and make project of disaster rescue and plan after flood.
