Abstract
To address the problems in Water Resources Branchpsilas works, the paper is to design and implement an integrated information management and simulation system which combines WebGIS, database and hydrological model for them. This paper focuses on the architecture and implementation of the system, solves the developing issues based on ArcServer, and introduces a new flood simulation method to implement flood simulation by the system. It is lead a new concept to the research field of flood management and solve the current problems for Water Resources Administration.
