  • Abstract
From investigating the relationship of the size of regional foreign direct invest (FDI) to their accessibility to the main seaports by railway or highway, it is proved that the logistics play a significant impact on regional industry competition. From the point of modern logistics view, the basic regional logistics service system constitutes the fundamental environment of investment. The concept of freight just in time delivery covering circles is defined in this paper. Then a regional logistics network design problem under the constraints of contours of delivery time within the research area is developed together with the generalized method for solving its optimal solution. This model can be used to construct a comprehensively new regional logistics network that will lead to a stronger regional competition and greater exaltation of location advantages.
