Abstract
This paper illustrates the benefits of establishing the requirements early in delivery of major railway renewal programmes using the Victoria line upgrade for London underground as an example. It also describes the solutions implemented by the Victoria line upgrade programme to adapt the conventional project lifecycle approach to a PPP environment.
