After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

As the backbone of the national creative system, universities shoulder the heavy task of creative personnel training. It is particularly important for scientific and rational evaluation of the university creative personnel training. This paper introduces a minimum input and largest output ideal decision-making unit on the basis of using the traditional method of data envelopment analysis from the point of efficiency view. The DEA evaluation model is modified, and the decision-making units are full evaluation and ranking. By evaluating the 11 faculties of a university´s innovation personnel training efficiency, the results indicate the effectiveness of this method, providing reference for the University to strengthen internal management and decision-making.
