Abstract :
Over the years, the unreasonable pricing of water resources has led to serious distortions of the market price of water. This paper introduces the fuzzy comprehensive evaluation method to evaluate water resources, using AHP to determine the value of the 22 factors which influence the price of water resources such as consumption of water per capita, degree of water shortage, water quality, the environmental condition of water, the extent of the development and utilization of reclaimed water and rainwater, etc. Meanwhile semi-trapezoid distribution and expert assessment method are used to determine the membership degree for quantitative and qualitative indicator respectively. And last, according to the water quality, the water resources are divided into five categories to calculate water resources value. This paper, therefore, not only gives a feasible method for quantitative analysis water resources value, but also provides a reference price-making method to policy-makers.
