Abstract :
Tianjin is the economic center in Bohai Sea zone in China, which is in an important strategic position in the economic development of the country. However, Tianjin is also most water scarce region in China. For a long period of time, the constraints of water resources in Tianjin have been a bottleneck in the socio-economic development. In this paper, based on the reality of the situation in Tianjin, the ideas and strategies for the rational distribution of water resources with sustainable development are first analyzed, including the objectives of allocation of water resources, the dual-drive configuration model of "natural - artificial" water, the basic principles and strategy of configuration model, as well as the overall structure of the configuration model. And then based on the above discussion, the rational allocation strategy of water resources program in Tianjin is proposed, and configuration results are analyzed. This can be used as the decision-making basis for the provision on planning and management of water resources in Tianjin.
