Abstract :
Based on the vague set theory of fuzzy math, this paper uses improved vague set similarity measure methods, taking into account the three-dimensional meaning of membership degree and the influence of uncertainty membership on positive and negative subjection degree to complete and comprehend fuzzy information, such as the approving degree, opposition degree and uncertainty degree and determining the similarity measure through the expression of Euclidean distance and the weight in accordance with the requirements of the bidder, and calculates the similarity measure of different Vague set of each bidding unit´ s scheme, that is the approaching degree between tender program and the expected program. The greater the similarity measure is, the better of the tender program closing to the expected one. And then different programs based on the vague set similarity measure are sorted and compared. The essence of this decision-making method is a kind of pattern recognition methods. It can provide a more rational decision-making method with stronger resolution for the construction projects evaluation and get satisfactory results of the program evaluation.
