Research and application bidding on the new model in Hebei Province

This article first analyzes the lack of evaluation methods of Hebei provisional, basis on the domestic and foreign scholars´ research results, then set up the new model based on the value of multi-objective decision theory and the theory of value engineering evaluation. The model to consider the subject of technology and business assessment standard, using the ratio of the value to compare and sort of the bidding program, and enhance the comparability between the tender program. At the same time, the use of AHP the evaluation experts from a more fair and rational evaluation to determine the weight and ensure the authority and impartiality.
