Abstract
Previous studies of government performance have ignored the effects of organizational culture on government performance. Integrated the results of the studies and found that spiritual culture, administration culture and behavior culture are the three common factors among organizational culture factors that effect on government performance. However the research on the relation among the three factors and its impact on organizational performance in practice of public sector has not yet commenced. This study tries to put the three factors into a framework to build a hypothetical model, and as an example of a Public Security Bureau at the county level, using empirical method to verify its feasibility. Validation results showed that there is significant correlation among spiritual culture, administration culture and behavior culture which are organizational cultural factors that effect on government performance.
