  • Abstract
    We illustrated the status of each Province´s higher education scientific and technological(S&T) innovation in China, and then aimed on this status, established panel data model to analyze the capability of these Provinces´ higher education S&T innovation. According to the established panel data model, we got the conclusion that the overall level of Chinese higher education S&T innovation consciousness is not high, and funds input could translate into S&T innovation output more effectively than human input.
