After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Based on the current situations of the curriculum system in Software Engineering (SE) in most universities, and with the development of software engineering knowledge area, this paper point outs the necessity to reform the curriculum system for students majoring in software engineering. The paper puts forward a three-phase curriculum system structure which emphasizes systemic cognition of software engineering and describes its core curriculum organization. To ensure teaching quality, the paper elucidates four key measures and they are the reform of teaching mode and evaluation method, the training by course design, the practical teaching in training bases, and bilingual teaching.
