Abstract
The medium and small-sized enterprises are the main body in independent innovations. The enthusiasm of medium and small-sized enterprises should be utilized. This paper puts forward three modes of independent innovation alliance: 1) Transverse innovation alliance mode; 2) Longitudinal innovation alliance mode; and 3) Dynamic network alliance mode. The author realizes that there is a large distance in the scientific and technological development between Shanghai and the developed countries and regions. There are problems in innovation concept, innovation participant and innovation mechanism, so the medium and small-sized enterprises in Shanghai can gain innovative ability in relevant technological and standardized independent innovations by independent innovation alliance and mutual assistance and gradually enter the stage of scale, accumulation, balanced and alliance development.
