After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

In order to improve the accuracy of network access selection in heterogeneous network, this paper presents a network access selection algorithm based on the Analytic Hierarchy Process (AHP) and Gray Relation Analysis (GRA), which is an integrated approach to multiple criteria decision making, from the whole take into account the various correlative parameters, ensure the mobile users accurately choose the optimal network. The simulation results show that the algorithm enables users to accurately select the network to improve the quality of switching.
