Abstract :
In a vehicle license location system, the core problem is to identify the characters in the license plate, and the key is to locate the area where the characters are in. Therefore an improved seeds algorithm based on grey theory is proposed in this paper. The experimental results show that this algorithm can locate the license plate accurately and in real-time under complicated background and non-even lighting conditions.
