Abstract
In order to provide scientific and rational support for disposing abrupt river environment pollution accidents, minimize to loess, it is necessary to set up rapid reaction mechanism of sudden environmental pollution. With the advancement of GIS technology, it is feasibility to develop abrupt environmental pollution emergency decision-making supporting system. In the paper, aimed at the pollution in Songhua River, a system has been developed with the software of Visual Basic6.0 and Arcobjects, which supports emergency disposal with reliable and quantitative analysis. Main design-requirements, main function and characteristics of system are introduced in detail. A model is built to simulate behavior and diffused law of pollutants in order that diffused and migrated law can be dynamic visualized. The object-oriented relational database is used to manage the data and the different early-warning model is set up for various pollutants. According to the expert supporting database, the emergency decision for sudden environmental pollution accidents is performed urgently. The system provides policy makers a scientific, rational and optimizing scheme for emergency arrangement and a strong feasibility directing and managing scheme.
