  • Abstract
    For the subjectivity in weight evaluation which is in the methods of Analytic Hierarchy Process, Factor Analysis and Fuzzy Cluster Analysis, etc widely used during the evaluation of enterprises´ independent innovation, the Catastrophe Progression Method(CPM) is introduced to evaluate the capacity. The evaluation process of CPM is given and then an empirical research with large & medium-sized industrial enterprises of the seven provinces in Bohai Sea Rim is made. Empirical results show that the capacity distribution in this area looks like two ribbons of C which are different to each other in structure. Meanwhile, the capacity in this area increases towards a certain point in Bohai Bay along three different directions.
