Abstract
In order to solve engineering measures can not stop the decreasing water resources, proposed a method of hydrological impact of based on water rights under the conditions of conversion. A basin is modeled using a water balance approach for each of the primary water use areas within the basin, employing a yearly time step. The basin hydrologic planning model was developed to aid in understanding how a water rights purchase program or a water marketing system would impact hydrologic conditions within the basin .The results of the simulations the institutional measures and the baseline case of no action lists the average yearly diversions for the Basin. The model can appropriate allocation of water rights and conversion. The model is used for long term planning scenarios.
