Eco-Compensation Standard of Water Source Based on Primary and Senior Compensation

The compensation standard determination is the most critical and difficult element to identify in the watershed eco-compensation mechanism. There have been many studies to determine compensation principles and methods. In this paper, the assumption of establish the eco-compensation mechanism of two-way responsibility for upstream and downstream based on the primary and advanced compensation has been suggested. It also discusses the method to confirm total amount and the apportion subjects of these two stages of ecological compensation. And it determines the thought of the main target and the upper and lower limits in this mechanism. All of these provide the reference to establish the watershed eco-compensation mechanism.
