Abstract
Evaluating the impacts of rural road investment projects is a key content in the rural roads post-evaluation. A good rural road investment project impact evaluation provides the basis for sound policy making. However, because of the lacks of impact evaluation activities and methodology, it has been difficult to know how opportunities provided by rural roads actually filter back into beneficiary outcomes and how large the impact is. This paper establishes an impact evaluation indicators system for rural road investment projects according the research approach of “frame structure-methodology-indicators design-indicators system”, using the stakeholder analysis and project effect analysis. Finally, taking the Rural Roads Improvement Projects (RRIP) as a case, establishing an impact evaluation indicators system (IEIS) for RRIP which oriented to accessibility and smooth for rural areas in china.
