Abstract
The ICT Literacy and Skills Acquisition Plan for the City of Barcelona has become a methodological and working example that due to its contents and quality have made it an example of a successful case study. The Plan has been created as a tool for improving the competitiveness and labour inclusion of the active population of the city of Barcelona. The specific weight of technology in all fields, both work and professional, but also social, relational, etc, mean that the Plan has been foreseen as a transversal project in which different approaches and actors have been taken into account. A strategy was sought in which all the agents working within the field of ICT literacy or skills acquisition feel part of the Plan. The aim of this paper is to make known the elaboration process and subsequent implementation of the ICT Literacy and Skills Acquisition Plan. We will explain how it is necessary to elaborate a global strategy, giving as an example the process followed by Barcelona.
