Abstract
In this paper, the theory of management control ability can explain the difference of agricultural productivity in the countries at different levels of economic development, and it has a strong real explanatory power. If the land-scale management is implemented in the Northeast region, which should focus on improving the management control ability of agriculture managing body. The land scale management is carried out in the Northeast region, which should be based on which will has a significance to the aged agricultural labourers, and formulate the corresponding strategies to make the aged labourers voluntarily transfer their land.
